Although Mexico is not officially in a state of war, as was named the War on Drugs during the presidency of Felipe Calderon, the government of Enrique Peña Nieto will have bought US military equipment totaling over a 1,300 million dollars ($1,300,000,000 - one billion, three hundred thousand) in less than a year, under the regime of the US funded Plan Merida-Mexico Initiative.  The most recent purchase: A squadron of attack helicopters fitted with the latest technology.  According to Pentagon documents which PROCESO has a copies, this convoy of equipment has been supplied by the Department of Defense and its private contractors.  With great jubilance, the Northern Command of the US Armed Forces celebrates.

WASHINGTON (Proceso) - In the context of deepening economic crisis across Mexico, marked by the continued devaluation of the peso and the announcement of impending cuts in public spending, during which the government has not officially declared waging an armed war against drug trafficking, the government Enrique Peña Nieto has purchased US military equipment valued at over a thousand 300 million dollars in less than a year.

The information on this unusual purchase, which is contained in documents copies of which are now in the possession of Proceso, is revealed by reports from the Pentagon which reveal such spending almost tripled from just over $500 million that Washington had allocated to Mexico from 2007 to present date in equipment and military technology delivered under the Merida-Mexico Initiative, a bi-national agreement of cooperation against drug trafficking and organized crime.

"Last year marked a historic milestone in our bilateral security relationship with Mexico", said Admiral William E. Gortney with jubilance, as head of the Northern Command (Northcom), said when presenting his annual report to the Committee of the Armed Forces the Senate of the US Congress.

"Mexico gave an unprecedented step to approach the Department of Defense to purchase US military equipment through Military Sales Program.  A pack of UH-60 helicopters and land vehicles mobility multipurpose (VTMPM) with a total value of more than billion, representing an increase of 100 million in purchases made in previous years," reported Gortney before the US Senate at the hearing held on Thursday March 12th, 2015.

The "milestone" that is referenced by Gortney are acquisitions of one thousand 346 million dollars ($1,346,000) made by the government of Peña Nieto from the Pentagon in equipment, technology, spare parts and military training through three operations carried out between April 21, 2014 and last Tuesday the 17th.  This accounting does not include the 15 helicopters bought from the Texas company Textron ten days before the Senate hearing by the chief of Northcom.

According to the Release 14-10 of the Defense Agency for Security Cooperation (DSCA) under the US Department of Defense and dated April 21, 2014, President Barack Obama informed the State Department about the approval of sales to Mexico of 18 UH-60M Black Hawk for about $680 million.

Collusion and Complicity of US Government with Narco Violence in Mexico 

The United States Government under the administration of President Barack Obama is guilty of violating the provision of Section 620M of the Foreign Assistance Act of 1961 (Leahy Amendment) as follows:

(a) IN GENERAL. – No assistance shall be furnished under this Act or the Arms Export Control Act to any unit of the security forces of a foreign country if the Secretary of State has credible information that such unit has committed a gross violation of human rights.

According to the Foreign Assistance Act:

“[A] principal goal of the foreign policy of the United States, shall be to promote the increased observance of internationally recognized human rights by all countries.” Eventually, to give practical effect to that declaration, the Act was amended by the “Leahy Law,” which forbids assistance to any unit of the security forces of a foreign country if the Secretary of State has credible information that such unit has committed gross violations of human rights."

At the request of the parents of the 43 Ayotzinapa Students we stand in solidarity with the all the Peoples of Mexico in calling for the immediate resignation of Mexico President Enrique Pena Nieto as an illigimate representative of the all the Peoples of Mexico and make him criminally responsible as head of the State of the Republic of Mexico for the complicity by federal agents and subsequent coverup of the disappearance of 43 Ayotzinapa students in the town of Iguala, Guerrero on September 26, 2014. 

The policy of the US Government which is marketed as an anti-drug cartel program under the Plan Merida operates in fact as en engine of corruption and collusion with the systemic IMPUNITY and  State Violence that has resulted in 26,000 disapppeared human beings currently in Mexico, and 100,000 deaths as casualties of the so-called War on Drugs.  The so-called War on Drugs is not a campaign to eliminate the illicit drug industry, but a geo-political military tactic whose purpose is to open opportunities for transnational corporate interests to capitalize and capture resources of raw materials and labor made vulnerable to exploitation as a result of the extreme violence, instability, and impunity that is the US funded War on Drugs.

United States support of the Presidency of Enrique Peña Nieto of Mexico, and the blatant Human Rights Violations of his regime by maintaining 2.1 Billion dollar economic package for Plan Merida, implicate President Obama and the entire
US Congress in the criminal cover up of Mexico’s State crimes.

Upon investigation of the intricate web of conspiracies, the author had to delve into the decade of the 70's, when the control of drug trafficking in Mexico was accomplished through what amounted to a system where the NARCOS practically paid taxes to the government.
